      4. Description of the procurement:

        Haugesund Hospital lacks premises, it is in a bad technical condition and is very behind on maintenance. Helse Fonna HF, which owns Haugesund Hospital, decided to review necessary measures in 2011.

        Then a planning process was carried out in accordance with the guidelines that apply for hospital projects. At the same time the hospital is being planned, an organisation development is also be carried out in order to coordinate new building solutions with new work methods at the hospital. This shall give better and more efficient patient treatment, as well as support considerable investment in the buildings and equipment.

        In a meeting on 3.4.2017, the board in Helse Fonna HF approved a preliminary project that was then in turn approved in Helse Vest RHF on 11.5.2017, as a basis for further progress in the ByggHaugesund2020 project.

        The construction work at ByggHaugesund2020 consists of three main activities:

        — B01 Ground and demolition work,

        — B02 New building (this contract),

        — B03 Alteration work (of the current area).

        In addition, ByggHaugesund2020 also includes some minor building assignments (preparatory work, to be carried out in 2017), as well as major and minor procurements of (medical) user equipment.

        The approved schedule is based on B01 Ground and demolition work being completed for the construction start for contract B02 New building at the turn of the year 2018/19. The ground work contract includes blasting out the site and establishing a layer of crushed stone, as well as altering the technical infrastructure in the ground and establishing a wearing course for a foot and cycle path on the south and west side of the new building.

        The alteration work will mainly be carried out after B02 New Building is in use, but some minor areas will be altered parallel to B02. Such limited work is expected to be carried out as joint contracts, possibly under existing framework agreements and it is expected to have very little interface with B02.
